Simple answer me. Seriously though it depends on what your looking for. Try an avoid people that offer things like "Guaranteed 150 links created a month!" Or "40 blog post per month" and "Guaranteed 10,000 website visitors" as those will all do what they say but overall provide nothing for your site.
Your SEO should be tailored to your site. While there are universal ideas, backlinking, social networking, blogging,etc. It is important to mesh these with your websites content. Understand who you are trying to target and what you want them to do when they get to your site.
