What is the best CMS to use if the sole purpose of the site is to optimize for SEO?

I am considering Drupal right now. Wondering if there is a better one. I also want a cms system that also integrates community type things easily like forums and blogs. I have main article pages that I want to be static though. Any suggestions?

    Compass Web Publisher. Has SEO features built right-in (no need for plugins), manages xml sitemap for you with every piece of content on your site, and pings search engines (with the right frequency) when you update your site so that they can download the most recent changes based on the xml sitemap.

    It also has much better usability than other CMS systems like Drupal.
