Since you’re on a budget (who isn’t, right?), you might want to try using one of the templates (like the previous posts mentioned), if you have the technical know-how to add content to them. It should be very easy to do without knowing much html. That’s the most cost-efficient approach.

Or you can begin with that, and then customize it a little by hiring someone to make you a custom banner (so even though you’d be using a template, it would be customized.
Truly custom site, hire a freelancer:
Go to a site like elance.com or guru.com and hire a freelancer. The prices are competitive because the freelancers bid on projects to "win" the job. However, check their portfolios and reviews very carefully before hiring anyone! Cheaper is often not better.
