How much should you charge for a basic web design, containing HTML, DHTML, CCS and some javascript? & some image editing. About 3-7 pages? Both with and without frames?

See it actually depends upon your reputation. How long have you been working. If you are a newbie then please don’t charge anything heavy, I think Rs3500 is enough for this kind of work.
But see if u can think ur client can give more, then demand more.
