My target market are certain businesses who already have their email addresses listed on the internet. If I send a promotional email to them is this considered spam?

I am a real estate agent and want to market via internet without being labeled as SPAM. I want to send my ads out in large blasts.

How to collect email addresses from websites? Or any other way to collect the same?. I need it for carryout my email business.
